Strip: Screws into deck

I will be fastening several "pad-eyes" (made from 1" webbing with hardwood
washers) to my Endeavor Kayak to hold bungee cords. I would like advice on
screwing these into the deck - they will be placed so that the screws will go
through into the shear clamp. One option is to pre-drill slightly oversize holes and
then re-fill them with thickened epoxy. Another option is to wait until the deck is
varnished, then drill pilot holes, and apply "bedding compound" (any product
suggestions?) to the screws when they are installed. I'm leaning towards the first
option. Any comments?
