The rule of thumb I was taught, and still use, is this:
Whenever using a new boat (or more precisely, a different coaming) or a different spray skirt, practice several times pulling the loop up and off, as in a wet exit manouver. Adjust so that is just a bit less tight than what you can do WITH YOUR WEAKER ARM. That way, whatever the circumstance, you'll be able to release the rim with either arm. I was also taught to practice this with my eyes closed a few times, and learn to do it entirely by feel.
Depending on both the material and shape of the spray skirt as well as the shape and size of the cockpit, the apron (deck) will be tight or not. I would guess the very best fit would be a custom fitted one, due to the wide variety of shapes and sizes in both cockpits as well as spray skirts. As far as I can tell, there is no standard, as such, for either. Look for the apron to be slightly tight under calm conditions so that water does not pool in your lap, but not so tight that it becomes too difficult to remove without any trouble.
The main point is that you don't create a trap for yourself.
