Some suggestions:

You could make it light by using three or four layers of doorskin &
using a holesaw to make the inner plies full of lightening holes.

Surfboard wax wors well. If you can get some really thin unwanted
neoprene (an old wetsuit) you can make nonskid as well.

Remember the ol Decoupage Plaques? A picture from a magazine,
or drawn on any paper is laminated to the plywood.

Avoid sharp edges (don't ask how I know).

There was a realty company named "Global" which had circular
plywood signs that were the right size for skimboards (again,
don't ask).
