Sounds like its wrapped a little too tight. If I understand you correctly, the paddle is wrapped in tape to keep the epoxy from sticking to the wood, and the cloth/epoxy is wound around the tape.

The glass is stuck to the tape, which is stuck to the wood. The bond between the tape and the glass is not very strong, but there is a bond. Lightly tapping on the tube with a hammer should break the bond between the glass and the tape. If that doesn't work, try heat. Before it distorts the tube, it should soften the adhesive in the tape, allowing you to pull out the paddle. Then you can scrape the tape out of the inside of the tube. It may take a person pulling on each end of the paddle to get it apart. Good luck.
