First I want to thank everyone for shareing their thoughts on this problem which really had me rather frustrated. I haven't got it completed yet but it's going quite a bit better now and here is why. The first thing I did was to place the stern form back in the boat. To do this I first drilled two holes in the frame and ran a length of parachute cord through the holes to make sure that I could pull it out. I then attached it to a length of 3 x 2 to use as a push stick and inserted it through the cockpit opening. This had the welcome effect of spreading the hull. The next thing I went looking for was a way to get the 1/16" drill in position to drill through the deck/hull seam and I found that a Pin Vise does this nicely and fits into the chuck of my cordless drill. I will still use some tape but plan to mostly wire it in place.

Again I want to thank all of you for the suggestions.
