It's actually a built-in macro in the software. In case someone is lurking here's the procedure for doing it in visio:

draw a tiny circle in a new project (that's your origin, and is 0,0)
Select the dot (usually don't have to right after drawing it)
go to tools\macros\macros (or press ALT+F8).
run the "Move Shapes..." macro
enter in the horizontal and verticle distance from the selected in inches and make sure you check the "Duplicate" box. (I had to do some figuring out which was which in the table of offsets).
Click Apply (this will put a new dot in the correct location, and not close the box)
repeat the above for each offset.

the diagonal lines I calculated outside of visio what the x,y coordinates were, but now after looking at it... I think you can click angle/distance and do it within the macro. hindsight 20-20 and all.

The only problem I had was connecting the dots, which I eventually just did by hand. The program draws a straight line between the dots, and I wanted a more curved line which was easy to do by hand. the line drawing tool was useful for drawing the waterline, sheer lines and diagonals (they are all straight lines).
