That might work. Also on this list someone mentioned the piping that upholstery makers use - might be another option. Also, I wonder if the VHB tape by 3M would, by virtue of its foam core, reduce the "bump" created by the cable tie.

Since this company is in my home town, and because they appear to be fairly friendly on their website, I thought that if I tried to build this boat, I would first see if I could take the owner some lunch one day and talk about the properties of the products he has. He may have even more elegant solutions to offer.
