The varnish will do almost nothing to change the surface. This must be done with epoxy. The fine line we must tread is removing enough of the bumps caused by the cloth, but now submerged beneath epoxy without getting into the fiberglass cloth. Essentially, you need to end up with the cloth filled well enough so that the floor of the valleys are higher than the tops of the fiberglass cloth. If you sand into the glass cloth, you will leave behind debris which can not be removed easily. So it is a matter of getting some thickness of epoxy over the glass and removing some, then adding epoxy and sanding some more, etc. It's like a glacier coming along and knocking the tops of the hills off.
Stop adding epoxy before the kayak gets too heavy. One additional thought: When the epoxy is still green, the surface can be scraped to remove epoxy and there is less risk of leaving behind debris than with sanding - its also a *lot* easier to remove green epoxy with a scraper than cured epoxy with a sander.
