Skin-on-Frame: coaming and spray skirt question

Hi,

Working on finishing up my coaming following the Morris book. What is the point of the 3/8 strip on the inside of the coaming? I understand the need for the outside strip to hold on the sprayskirt but keep on scratching my head about the inner strip.

Also, any suggestions for sources for sprayskirts to fit? I know about the brooks but wondering what other options exist.
