Another good substitute that you can go around the corner and buy is waxed dental floss. Cheap, strong, and easy.

I also use hog rings to join bungees, and it works very well... If the join needs to be temporary, I use plastic zip ties. The zip tie ends up with a little square lump of plastic on one side of the cord, so it is not quite as pretty, but it is a lot easier to remove one of these with a pair of dikes or pocket knife than a hog ring if you are testing size.
