You may be confusing the concept of Chicago Swimsuits with footwear, but even so, a Chicago screw is a two part item which is similar to the binding posts used for holding together business papers. The "stud" or "post" part is internally threaded, like a "T" nut, but can be considerably longer. The

These appear to be larger in size, which should give greater strength than the common aluminum binding posts.

One web site referred to their use in rifle slings. Probably by using a short stud, inserted into a matching pair of holes punched into a leather sling the length of the sling could be adjusted.
