One thing that can cause these dips is that during sanding, the strips between the forms are pushed down, while the strips at the forms are firmly supported. So the area of the forms has more material removed than between the forms. This will be most noticable with widely spaced forms or thin, flexible strips. The low spots are generally only very slightly low, but it is usually enough that it will show up in an otherwise smooth boat.
