I know you are not in Canada but I got mine here in Toronto at Canadian Tire. The item was manufactured in the US somewhere. Don't have the packaging any more, so don't know the manufacturers name but you might try one of your local larger hardware stores and ask for a round foam backed sanding pad for an ROS.

The pad I bought needed to be adapted to my Porter Cable ROS (ie I had to cut the five holes for my machine into the pad). The foam pad has the velcro loops so it goes right onto the ROS. The package I bought came with two foam backed sanding pads each with 80 grit paper on the "working end" and also a simple disk with velcro hooks. I used the sanding pad then glued the disk with the velcro hooks onto the "consumed" paper and then had a unit which was ready for regular replacable sanding disks. To be honest I didn't use this unit much. I found scraping with a rounded scraper was much quicker. But I did use it for finishing the inside after scraping. Good luck in your search.
