I second that. In the event of getting munched in big waves, screws will pull right out (trust me, it's from experience). Also, there's no real way to really and adequately insure that the threads into the backing block will remained properly sealed from the effects of water. Two things I've found...use stainless steel, and if you can, use fender washers sized for the machine screw you use (don't go into overkill on the screw size either; and use s/s nuts with the nylon inserts to keep things together. Don't forget to drill the holes ever so slightly larger, seal 'em up with epoxy, then drill them for the screw in order to seal the wood well.
