I found nifty watertight stainless washers at McFeeleys (the square-drive screw guys, link attached). They are nothing more that a stainless washer with a rubber gasket permanently attached. You snug them down tight, but not too tight, and you get a waterproof seal. The rubber also provides enough conformability that you don't have to worry about the deck curve too much.

McFeeleys also has a good selection of stainless square-drive machine screws and nylon-insert nuts. The square-drive looks nice - especially on custom fabricated carbon fittings - and eliminates screwdriver-slip induced scratches.
