Sometimes. I've had this happen with cloth that's been folded and no amount of squeegy work would flatten it. Seems like certain types of cloth may be prone to this. It could also be from stretching the cloth too much in one direction. Sometimes you can push the cloth around on the boat to eliminate those problems. Making sure you lay the cloth out on a bias should also minimize this type of "wrinkle".

As for fixes, I've always sanded these out. What ever route you take, Greg, don't sweat it too much. It looks like you have a good looking boat in the works and only you will notice in the final product.
