Shawn,
Is this a 3 foot dowel or 3 inch? If it truly is 3 feet then I would give up. If by chance it is 3 inches then I would attempt making a core drill with some steel tubing with an OD slightly smaller than the tubing ID. Grind or hacksaw some crude teeth into the leading edge, wrap some teflon tape to the outside to reduce scoring from friction and power it with your electric drill. I have cored 4 foot minicell kayak walls with teeth cut into 1 1/4" aluminum tubing. It is still a long shot but what the hell. YMMV.
