The shop vac works great. I used a really cheap shop vac to bag the flying surfaces of one of my planes. Lotsa suction, ran for 24 hrs at a stretch w/o overheating doing some really big chunks, 18ft X 2ft wing panels, and the smaller bits like elevators, 6" X 3ft. I used that vacuum for all kinds of stuff till it got lost in a move 20 years later. The biggest problem w/ shop vacs is they have too much pressure, (suction), for some jobs that don't have solid cores, but a strategically placed hole in the bag fixes that ok.
I think they would be perfect for bagging paddles.
