Actually, you don't as much as you would think.
For me: I would use 1 (5) pack of ROS coarse. 1 50 grit sanding belt (which I use for some hand sanding of the insides. About 8 quarter sheets of 120. for the palm sander. And about a 5 sheets of 220 (I use wet & dry) for between varnish coats.
Home Depot (I love Norton ROS) and boating stores for the wet & dry. The wet and dry is getting more available everywhere even home centers.
A lot of the work is with the plane. I also use a spoke shave and scrapers.
Really, not that much in costs for sandpaper.
