I think there is a difference. If the fiberglass were equally strong in all directions this might be true. However, since that is not the case I think your assumption is false. The reason is that you can put the two layers on at slight angles to each other. This will definitely have different strength chracteristics (but I don't know if it is stronger or weaker or both depending on the angle)than 1 layer.
