Sure you can. Pour out an ounce or two of well-mixed resin and use the spreader or squeegee to spread the puddle evenly over an area. When the area is lightly coated, pour out a bit more and spread that puddle around.
Use light pressure on the squeegee. Just let it float over the top of the high spots on the hull ( likely caused by the texture of the weae of the glass cloth) and it will scrape the resin from those higher areas, while leaving the resin in the wells between these high areas. It is easy if you have a very thin, or flexible squeegee. If you have lost a few cards from a deck, you can use the remaining ones. The stiffness is good, and they are disposable.
If this is the top coat and you want a smoother surface, though, use a foam brush to even things up.
