It sounds like you have filled the weave. Remember, the idea is to fill the weave – put just enough epoxy so it is as thick as the weave. You should still see the weave pattern as the epoxy when applied builds up within and on top of the cloth strands. The best way to tell is to sand a small area (2inch square) just until you begin to see the white cloth start to appear then stop. This will tell you how much epoxy is on top of the weave.
The epoxy coat will be dull when cured. The ripples may be caused by epoxy getting under and lifting up the cloth.
Below is a picture of my deck after two fill coats. I won’t add anymore, as I want a lightweight kayak.
