Here's the website that has good instructions on making a neoprene sprayskirt,

Didn't exactly follow their process though, I sort of did a hybrid between their process blended with info from Reg Lake's sprayskirt making seminar at R2K2, and a little free-lancing of my own. I have several months of fairly heavy use on it now. It works great -- I can spend an hour at rolling practice without any leakage to speak of. I got my neoprene from John R Sweet Co. http://www.johnrsweet.com/ , they seemed to have the best prices. I bought a whole roll so I'd have plenty for other projects too -- I just finished a neoprene hood that for winter rolling is a vast improvement over my old neoprene cap...
