An iron or steel case around a magent definitely "focuses" the magnetic field. Played with that effect in physics class, and saw it again in kitchen magnets. Depending on the size and shape of the cup it might be even more of an increase than 4 times.

You can weld, braze, solder, bolt or glue attachment pieces to the cup before you install the magnet. (My kitchen magnets had a hook riveted to the cup) This may give you more options on how to affix the magnets to your boat.
