Material: Polyurethane instead of Varnish

What I wondered is: What is the good in using the 'harder' finish, if the 'harder' finish isn't 'hard' enough to keep from getting scratched and still needs to be recoated to be 'repaired'. I don't like that the 'harder' (but still damged) finish is harder to sand down to put on a new coat. Since the 'varnish' layer is sacrificial why not use a product (varnish) that is easily sanded and removed to put on a new coat instead of having a coat of 'harder' but damaged (scratched and 'hard' finish) to deal with that is very hard to remove.
Not sure if this made my point very clear, but hope so!
