if thats how you really wish to stow the toggle, why not relate the holes to the toggle?
like drill the hole from the new toggle line location up 45 deg thru the top of the deck. use thicker or expanding line (or bungee) than the hole and pull back either from the front or the deck to set.

then you would have 2 alternative stow locations as well as line as long as you wish to drape. i would actually think the deck locationmight be interesting too. especially if you put a slight depression in the front deck and/or coordinated the grab w/ the background by color/grain/design. contrast would be figurehead bow or figurehead deck.

could also connect or be a continuation of the deck lines w/ either a stop or a more elastic connection. i like any longer line idea as if the yak rotates yr knuckles/ hand doesn't twirl in big action.

anyway other idea.
