I agree that the real problem with this idea is safety. The toggle rope should be long enough to allow the boat to rotate in the surf without damaging or trapping your hands.

I have seen a two hole plastic piece (looks like an upside down W) from the recessed fittings mounted near the bow . A loop of rope goes through the fitting. The front end of the loop (which is forward of the plastic piece) holds the toggle. The rear end of the loop (which is rearward of the plastic piece) is attached to a bungee. The toggle is pulled back by the bungee and rests quietly agains the plastic piece. But when the toggle is grabbed, it comes forward with enough length to be a couple of inches SAFELY beyond the bow.

There are a lot of ways you could duplicate the plastic fitting out of wood, recessed, etc. for a really neat appearance .
