Look at the views in my humble website. The football shaped handle spins the SS bolt, which draws the crossbar in tight. There are two stops (at 1/8” ramped doubler pads) on the back of the bulkhead to keep the crossbar from spinning past vertical when tightening. When screwed all of the way open, the SS bolt head jams against the tee-nut with the football lined up with the crossbar. This helps get the crossbar positioned when installing the hatch. They work great and are almost air tight. The front hatch is a long reach but doable.
