Most SOF builders I know (myself included) just carry their boats by grabbing the bow amd stern. I haven't found toggles to be necessary on such light boats. If I need a longer line, I'll just clip the 2" contact tow I carry to the forward paddle loop.

If you still want to install toggles, I imagine you'll have to drill through the stem and stern plates. Hopefully, you've got sections where the skin is tight against the plates. If not, I wouldn't do it, as you're likely to damage the skin every time you use the toggles. An alterative might be to drill a hole from the tops of the plates out through the leading/trailing edges, though that might be tough to do and if you mess up, it could be disastrous.
