You could sew a loop onto the deck fabric -- kinda like the handle on the end of a duffle bag -- and attach your toggle to that.

Fabric stores sell cotton and polyester webbing in 1 inch widths which is used for belts. You can buy it by the foot for usually under a dollar. Climbing and outdoor stores sell nylon webbing for climbing.

You should be able to attach these with a curved needle and strong thread -- same tools you likely used for skinning the boat.

Whatever sealant you used for your skin should keep the ends of cotton webbing from unravelling. Polyester and nylon can be cut with a hot soldering iron which will fuse the ends so there is no unravelling. Or, you can fuse the cut ends with a match.
