Hi Robert;
Yes you should let the boards dry before you mill them into strips. Some may say you can rip them into strips and then let them dry but I would not recommend this method. If you lay the boards out and put a fan on them this will speed up the drying process somewhat.
Try Lee Valley Tools for the router bits. I think they call them "canoe bits".
