I went ahead and did it yesterday. I sprayed both the paper and the wood. I wasn't sure how much glue to spray on, but of course I didn't want to have too little, so I sprayed it on liberally.

The paper stuck nicely - nice and flat. When I looked at it a few minutes later I noticed some bubbles had lifted in the middle of the form plans. However, I'm thinking it won't matter in the long run. The outer edge hasn't moved, so I'm thinking the paper expands when it gets wet and that's what causes the bubbles - the same way you get ripples when you use too much Elmer's when you're gluing paper. Since the outer edge is the crucial part, who cares if there are a few bubbles, right? Besides, the bubbles haven't pulled any lines out of true by more than a tiny fraction.

Just to be sure, I cut out station 12 with my saber saw, then sanded down the edges to the lines with my belt sander, which was clamped to my work bench. It all worked great! The paper stayed down when the saw blade cut through - no lift. Sanding to the lines wasn't that hard, except I found that I wasn't holding the station vertical; I was down on my knees, sighting to see when I had reached the line, and the station was a bit wobbly in my hand. When I examined my progress, I discovered the edge I had sanded to NOT be 90 degrees. But it isn't too bad. I think I'll improve my technique significantly on the next try.
