Besides cardboard, what other materials are permitted? What materials are forbidden? How much time do yo have in order to build this. Any size limitations ont he boat itself? Any size limitations on the materials?

A longer boat would be faster, and it could be made slimmer, too. The problem with making a longer boat would be that you need either longer materials, or good adhesives and waterproofing for all the seams and joints. If you had cardboard long enough, you could copy almost any stitch and glue, or strip built design.

Can you paint the outside? what about covering it with an epoxy or polyester resin? what about reinforcing it with fiberglass?

What kind of budget do you have?
