I would suggest cleaning it with an abrasive cleaner made for removing oxidation from fiberglass (gelcoat). You can get them at marine stores, or you could just use polishing compound from an automotive or hardware store. If you don't get a shiny surface using these, you'll need to wet sand the surface. If the gelcoat is thin and you sand through, you'll need to re-coat it or paint it.
