I think that maybe you have a form of epoxy starvation excerbated by such light glass. really light glass will "float" off the top of the epoxy, and given that you did not use a saturation coat, the combination means that the epoxy is "glued" to the surface of the plywood, but not "encapsulated" by the epoxy. Quick fix is to paint one or two more layers of epoxy onto the top of the glass.
Then I would retest.

I had a simmilar issue this fall with the light tape that Pygmy uses to create their butt joints. After talkign to some glassing "experts" they recommend me to do this.

I've been told that this condition is just as strong in tension, and compressiong, but the act of peeling, where all of the force is placed on a small-unbraced area is paticurlarly suceptable.
