This part is always hair-pulling (pun intended) with time your teqnique may get better and allow you to remove less of these fibers.
But not to worry. take a scraper to the fibers and scrape them off. after the next coat of epoxy you will not be able to tell where these were.

I _THINK_ that what is happening is that the epoxy started to gell up when you were saturating the cloth here. The epoxy did not fully saturate the glass (i.e there are micro-air bubbles mixed in with the weave of the cloth)
the fix for this is to create smaller batches of epoxy, and to consentrate on wetting out the cloth well, before you work on drips and snags and wrinkels

: Questions: 1. Can the fibers be sanded out without damaging the glass under
: the fibres and/or ruining how it looks?

If the epoxy is still green, scrape dont sand. sanding will leave permanite marks in the epoxy. Scrapeing will work well

: 2. How can I be sure this will not happen on the deck?
A) this is common and just as easy to fix
B) I saw on someones website where they taped the cut edges of the glass with masking tape. this is just to keep the threads from going everywhere. when the epoxy was still green they used a utility/razor knife to cut off the glass and tape, scraped and feathered the edge, and applied another layer of epoxy.
it looked easy that way.
