Skin-on-Frame: Deck line penetrations

Hi everyone, I am getting close to the skinning of my latest project and have a question regarding the water-tightness of the through the gunwale deckline method. Obviously you would drill the hole smaller than the diameter of the deckline but once done is this method fairly dry or is there an extra step I am not reading in the morris book?
An after thought, any tricks for keeping the deckline and toggles out of the poly while sealing the skin?
