I did something similar between station forms, but instead of rubber bands, I used strips that I cut out of a bicycle inner tube, and I used the bigger binder clips.

In your pic (below), it looks like the binder clips are small ones -- they don't reach across the strip. As you get further up the hull, the rubber bands may not be long enough, but you can still use bands & clips, if you get bigger ones. I used the biggest clips I could get, and they reached across the strip being glued, to grip on the next strip over, which was already glued. By draping the rubber band (or inner tube section) over the strip being glued, then placing the big clip over that, onto the next strip, you get a firm hold, then the edge to edge clamping force can be heavy or light, depending on how much you stretch the band.

It'd be a lot easier to show you a photo than describe, but at the moment that's not happening. Maybe later I'll email you a pic.
