Sounds like you've at least got a process for obtaining one up there. I've spent several months of mail and phone calls to the Coast Guard and the DMV trying to get a HIN. The Coast Guard says the DMV does it. The DMV claims they don't. I think I'm finally getting close to finding the right people at the Coast Guard, but the last time I tried to call them no one was in the office because of the snow storms.
