What makes you think there would be problems at 70 mph? They've used a similar skin technology on airplanes since the Wright brothers.

Irish linen gave way to dacron, and there may have been a few upgrades in the chemistry of the "dope" used to cover it, but otherwise not a lot has really changed. The current fabric coverings on small planes can certainly take speeds well over 70 mph.

A well-coated, tight "skin" truck cap should just fly down the expressways.
