Hey Steve,

Nice graphic! Looks like sanding dust between the warp and weave of the cloth. My guess is the cloth floated a bit right there rather than having too little epoxy. Try picking at those white spots with a needle and see if the compacted epoxy/sanding dust comes loose. If it does, pick the spots with a needle to loosen the dust, vacuum the area and apply some more epoxy fill coat.
