I have had the same thing happen to me when the epoxy saturated cloth is not cured very hard. Possibly you could let it cure for a couple weeks and then try to sand the white spots off. I haven't had any more problems with scraping by letting the epoxy cure well before scraping the fiberglass clothed areas. Good luck.
