I would have to agree with several posts that have already been made. Possibly starved cloth from the saturation coat. Sometimes if you sand while the epoxy is too soft you can get this look. My favorite theory is that while scraping the cloth was actually touched a bit. Still it's hard to know for sure. When I scrape the epoxy scrapes pretty clear, unless I get timid with the stroke. The design still looks great. Probably time to just do the best you can and be happy with it.
