The bulkhead needs to be strong enough to handle the pressure placed on it by the paddler. Foam bulkheads are unlikely to be strong enough, unless they're REALLY thick, which is a wastes of space. I'd suggest using a 'glassed plywood or all 'glass bulkhead. It's easy to layup your own 'glass panels, if you decide to go that route.
