Why not sand off enough of that fill coat to get down to a part of the white stuff and see if you can still pick at it. If it's the same color white AFTER the additional fill coats, it's possible the fill coat did not saturate the dust. If the small area clears up, then do the whole thing. It'd be nice to have a clear finish over the graphic. But maybe you're at the point I get to, time to finish and move on to the next project.
