with a little care in your shopping you an be on the water for $200, including a paddle. Of coure there are a lot of designs which will cost you more, and they may be much more suitable for your needs.

Why seal it between layers of fiberglass? You just need one skin. While that might be a single thickness of cloth, or built up from many thin layers of cloth, there is nothing to gain by having the wood in between the layers.

Make the frame, seal it with several coats of epoxy resin, and just wrap the fabric over the exterior of the frame.
