No. Polyester resin is designed for creating laminates of reinforcing fabrics, not for bonding them to wood. Epoxy is a far better adhesive and is much stronger than polyester resin. For the small amount of epoxy required, the cost savings isn't worth the risk of failure.

Sure. It's more expensive in small quantities, but you can buy quart kits. For that matter, Home Depot sells Everfix epoxy for ~$20 for a quart kit. It's fine for applications where perfect clarity is not required. I use it a lot for repairs and coating paddle tips. The glass they sell isn't half bad, either.
If you want the good stuff, West Marine sells West Systems epoxy in several size kits.
