Rivets -
I use 1/8" rivets also. I've never used a spacer as you suggest, and have
no problems keeping the cross sections in place. But, it can't hurt.
If the rivets don't do the job, some small sheet metal screws might help.
I use them as the stops on adjustable "snap-on" footbraces and they seem to
work fine under far greater stress. Also, I don't use rivets along the chines.
The keel, gunwales, and deckridge are up to this task.

Deck Stringer -
I've always used deck stringers so I'm not sure if the lack of one will be
a problem. Depending on length, width, and height, these small diameter tubing
frames can get fairly flexible, so every little bit helps. Unless you have a
reason "not" to use a deck stringer, I'd give it some considerstion. It could
be slightly recessed from the gunwales, so would not be noticable.

The number and length of tube sections used is a flex factor, as is skin
tightness. FAP-16 has 4 tube sections per stringer, while Symetrik has 3.

The deck plate(s)look nice.
