I deffinitely reccomend puting the image under the 'glass. that will protect it as you sand and finish the boat. You may want to brush a little epoxy onto the boat first where the paper will go to get a better wet-out...either do it at the same time as you are 'glassing or epoxy-coat the entire boat and apply the graphic, wait for that cure to he green stage (sand and clean with warm water before proceeding if several days have passed) then 'glass the boat as usual.
one other concern is that some inkjet inks may fade with time in sunny condititons, check the label of the ink you are using or check with the manufacurer. black ink and Laser jet images are not prone to fading.
