I have 100mb from my provider (pacifier.com) for www.ChipSandresky.com I'm sitting here thinking about cancelling the service so I can save $25/month. I wonder if setting up a coop would be a practical idea. Do 12 people want to pay $2/month for picture posting privileges? I'd have to come up with a fair way to do it. It would have to be done with a "wink" and a "handshake" because I'm not setup for contracts, billing, etc.

Pacifier.com is based in Portland Oregon and has very good uptime. It's the same service Harvey Golden uses for his site.
